"Boulder’s Inclusionary Housing program, which requires that 25% of new development be designated as permanently affordable, has had an enormously positive impact on our affordable housing attainment. As one of the first cities in the country to implement this program over two decades ago, it has allowed us to successfully create almost 4,000 permanently affordable units, representing 8% of our total housing stock. This will continue to be an important tool for creating affordable housing in the future."
